Arunma Oteh became Director General of the Securities and Exchange Commission (SEC) in Nigeria in January 2010. In this position she is responsible for regulation of Nigeria's capital markets, including the Nigerian Stock Exchange.

Background

Arunma Oteh is of Nigerian/British nationality. She is from Abia State. She studied at the University of Nigeria in Nsukka, Nigeria, earning a first class honors degree in Computer Science. She went on to the Harvard Business School where she obtained a Masters Degree in Business Administration. She co-edited the book, ''African Voices African Visions''.

Early career

Oteh worked for various institutions including the Harvard Institute for International Development and Centre Point Investments Limited of Nigeria in corporate finance, consulting, teaching and research. She joined the African Development Bank (ADB) in 1992. She was a Senior Investment Officer/Senior Capital Markets Officer from 1993 to 1997, then Division Manager Investments and Trading Room from 1997 to 2001 when she was appointed the Bank's Group Treasurer responsible for fund raising and investments in major international capital markets. Oteh was appointed Vice-President for Corporate Management at the ADB in March 2006, responsible for Language Services, General Services and Procurement, Human Resources, and Information Management and Methods.

SEC Director General

The SEC Director General Musa Al-Faki resigned in April 2009 amid criticism of the SEC role in a share-manipulation scandal involving African Petroleum stock. Oteh was nominated Director-General and Executive Commissioner (Legal & Compliance) of the Securities & Exchange Commission by President Umaru Yar'Adua in July 2009, subject to Senate confirmation. Arunma Oteh became Director General of the SEC in January 2010.

In a June 2010 interview with the BBC Oteh listed "wash sales, market rigging, pumping and dumping shares" as some of the abuses in Nigeria's capital market. She said the SEC expected to charge about 200 individuals and entities in civil or criminal cases. She faced resistance from the powerful Nigerian rent-seeking elite, but expressed confidence due to the backing she had received from President Goodluck Jonathan. In August 2010 Oteh dismissed Okereke-Onyiuke from the stock exchange.

He became Chief Minister of Gujarat in October 2001, promoted to the office at a time when his predecessor Keshubhai Patel had resigned, following the defeat of BJP in the by-elections. His tenure as chief minister of Gujarat began on 7 October 2001, and he is the longest serving Chief Minister of the state of Gujarat. In July 2007 he became the longest serving Chief Minister in Gujarat's history when he had been in power for 2063 days continuously. He was elected again for a third term on 23 December 2007 in the state elections, which he had cast as a "referendum on his rule".

Personal life

Modi was born in a middle class family in Vadnagar in Mehsana district of what was then Bombay State, India. During the Indo-Pak war in the mid sixties, even as a young boy, he volunteered to serve the soldiers in transit at railway stations. As a young man, he joined the Akhil Bharatiya Vidyarthi Parishad, a student organization and was involved in the anti-corruption ''Nav Nirmāṇ'' ("Reconstruction") Movement. After working as a full time organizer for the organization, he was later nominated as its representative in the Bharatiya Janata Party. As a teenager Modi used to run a tea stall with his brother. Modi completed his schooling in Vadnagar. He earned a masters degree in political science from Gujarat University.

Early activism and politics

Modi was a ''pracharak'' (campaigner) in the RSS during his university years. He took up the challenging task of energizing the party cadres in right earnest. In partnership with Shankersinh Vaghela, Modi set about creating a strong cadre base in Gujarat. In the initial period, Vaghela was seen as a mass leader, while Modi was recognised as a master strategist.

The party started gaining political mileage and formed a coalition government at the centre in April 1990. This partnership fell apart within a few months, but the BJP came to power with a two-thirds majority on its own in Gujarat in 1995. During this period, Modi was entrusted with the responsibility of organizing two crucial national events, the Somnath to Ayodhya Rath Yatra (a political rally through India on a converted Toyota van) of L.K. Advani and a similar march from Kanyakumari (the southernmost part of India) to Kashmir in the North. After the exit of Shankarsingh Vaghela from the BJP, Keshubhai Patel was made Chief Minister while Narendra Modi was sent to New Delhi as a General Secretary of the Party.

In 1995, Modi was appointed the National Secretary of the party and given the charge of five major states in India. In 1998, he was promoted as the General Secretary (Organization), a post he held until October 2001. In 2001, Narendra Modi was chosen by the party to be the Chief Minister of Gujarat after the removal of chief minister Keshubhai Patel.

Modi is known for leading a frugal lifestyle. He has a personal staff of just three. He is known to be a workaholic Chief Minister and an introvert. He ordered the demolition of many Hindu temples that were built without proper government sanction which earned him the ire of VHP He is a crowd puller as a speaker. Modi has also tried to turn his image from an Hindu Nationalist politician to an image of able administrator. He wears business suits and is improving his command over the English language.

Vibrant Gujarat is a biennial Global Investors' Summit held by the Government of Gujarat in Gujarat, India. The event is aimed at bringing together business leaders, investors, corporations, thought leaders, policy and opinion makers; the summit is advertised as a platform to understand and explore business opportunities in the State of Gujarat. the event has been held continuously since 2003.

Gujarat earthquake

The biggest challenge which he had to face when he took over as the Chief Minister, was the reconstruction and rehabilitation of the areas affected by the massive Gujarat Earthquake of January 2001.

Gujarat violence

On 27 February 2002, a train was burned by a mob of Muslim extremists in the town of Godhra leading to 59 deaths, most of them Hindu pilgrims and activists returning from the holy city of Ayodhya. Riots broke out in the state after rumours spread that it was caused by Muslims, leading to 1180 deaths, many of them Muslims. Modi administration was accused of inaction over the riots and for encouraging them. As an aftermath of the riots, there were calls for Modi to resign from his position as chief minister of Gujarat. The opposition parties stalled the national parliament over the issue. Even Dravida Munnetra Kazhagam (DMK) and Telugu Desam Party (TDP), allies of the BJP, asked for Modi's resignation. Modi submitted his resignation to the Governor and recommended the dissolution of the 10th Gujarat Legislative Assembly. In the following state re-elections the BJP, led by Modi, won 127 seats in the 182-member assembly.

In April 2009, the Supreme Court of India appointed a special team of investigators to look into the role Modi had played in the alleged anti-Muslim conspiracy. The team was appointed in response to the complaint of Jakia Jafri, the widow of ex-Congress MP Ehsan Jafri, who was murdered in the riots. In December 2010, a Supreme Court-appointed Special Investigation Team (SIT) in its report to the Supreme Court seeking answers pertaining to the Ehsan Jafri case, submitted that they had found no evidence against Narendra Modi.

However in February 2011, the ''Times of India'' reported that a confidential report from the SIT indicted Modi on several counts of alleged complicity in the Gujarat riots of 2002. Most other sources have noted that the SIT report does not indict Modi for the riots due to lack of evidence. ''The Indian Express'' too said the report did not find any Modi involvement in the violence, though it did accuse him of watering down the seriousness of the situation. According to ''the Hindu'', the report not only found that Modi tried to water down the seriousness of the situation, but Modi also implicitly justified the killings of Muslims, and failed to condemn the attacks on them. The Bharatiya Janata Party demanded an investigation into the publication of the report, claiming the leak was politically motivated.

The apex court refused to pass any order on the case and referred it to the Ahmedabad magistrate for a decision. In April 2012, a Special Investigation Team found absolved Modi of any involvement in the Gulberg massacre, arguably the worst episode of the riots.

2007 elections

Modi made a speech at Mangrol in which he justified the alleged fake encounter of Sohrabuddin Sheikh, During the election campaign In response to Sonia Gandhi's speech calling him a "merchant of death", and referred to Sohrabuddin's killing. For this speech the Election Commission of India, a constitutional body governing election proceedings in India, cautioned Modi as it considered it as indulging in an activity which may aggravate existing differences between different communities. Modi won the election and continued his post as the Chief Minister Of Gujarat, he won with majority of votes of 122 seats out of 182 total assembly seats.

Conflicts with Governor Kamla Beniwal

On 25 August 2011 Gujarat Governor Kamla Beniwal appointed Justice R A Mehta to the post of Lokyukta of Gujarat, a critical anti-corruption post that had been lying vacant since 2003. Justice R A Mehta was recommended for the post by the Chief Justice of the Gujarat High Court in June. Since Governor Beniwal had made this decision without consulting and getting the approval of the chief minister and his council of ministers, the action angered Narendra Modi and his BJP party.

This marked the beginning of a strained relationship between Modi and the Governor. On 25 September 2011, Narendra Modi accused the Governor of running a parallel government in the state supported by the Congress. He demanded that she be recalled back. He also later accused her of delaying the progress of bills by not passing them.

The decision of the governor in the appointment of R A Mehta was challenged in the high court by the Modi government. The two member high court bench gave a split verdict on 10 October 2011. Later, a third member upheld the governor's decision in January 2012.

Foreign visits

As the Chief Minister of the Gujarat State, to attract foreign investment in the state, Narendra Modi has made visits to foreign countries, including China and Singapore.

Narendra Modi made his first China visit in 2007 to invite investors Vibrant Gujarat Global Investor Summit, and second visit in November 2011. One month after the second visit to China, the Chinese Government released 13 Diamond traders from India jailed by the Shenzhen Customs, which the Chief Minister described as the consequece of his ''diplomatic efforts and statesmanship''.

In 2005 Narendra Modi was denied of diplomatic visa to the United States, in addition to this visa denial, he was also revoked from his already granted B-1/B-2 visa.

Sadbhavna Mission

In the late 2011-early 2012 Narandra Modi practiced a series of fasts as a part of his ''Sadbhavna Mission''. The mission started on 17 September 2011 in Ahmedabad with 3 day fast with a view to strengthen the atmosphere of peace, unity and harmony in the state. He observed total 36 fasts in 26 districts, 8 cities including Ahmedabad.

Views and opinions

Modi's position on terrorism

On 18 July 2006 Modi delivered a speech criticizing Indian Prime Minister Manmohan Singh "for his reluctance to revive anti-terror legislations" like the Prevention of Terrorism Act. He asked the Centre to empower states to invoke tougher laws in the wake of the blasts in Mumbai. Quoting Modi:

Narendra Modi has frequently commented that if the BJP came to power at the Centre, they will honour the 2004 Supreme Court judgement to hang Afzal Guru. Afzal was convicted of terrorism in the 2001 Indian Parliament attack in 2004 by the Supreme Court of India and is in Tihar Jail.

On account of the November 2008 Mumbai attacks, on Thursday 27 November, Narendra Modi held a meeting to discuss waterfront security along the coastline. The meeting decided to ask the Central government to urgently sanction the following:

Increase the number of police stations along the coast to 50 (from 10)

Increase the number of police to 1500 from 250

30 modern high-speed surveillance boats.

The 30 coastal boats, under construction at Goa's shipbuilding yard, will have the capacity to run at the speed of 25 nautical miles per hour. These are being manufactured under the Centre's Rs 58-crore grant for coastal security.

Views on criticism of Modi's governance

In 2003, when Narendra Modi was asked about the conflict of his dreams for Gujarat's future with international criticism of his past activities, Modi said,

Tim Kelsey is the United Kingdom government's Executive Director of Transparency and Open Data leading on the development of national public data policy. He is a British journalist who co-founded Dr Foster, the organisation which internationally pioneered publication of comparative hospital death rates and other measures of health quality. Kelsey has become a leading activist for transparency in quality in public services and was the architect and launch programme director of NHS Choices. The Department of Health acquired 50% of Dr Foster in 2006 in a move designed to 'harness private sector dynamism' in health informatics but which was later strongly criticised by the National Audit Office because it did not go to public tender, and by the House of Commons Public Accounts Committee, which described it as "favouritism" and a "hole and corner deal".

Early career and education

Kelsey was born on May 7 1965. He was educated at Wellington College, Berkshire between 1978 and 1983. In 1984 he won an Exhibition to study history at Magdalene College, Cambridge. After graduating in 1987, Kelsey worked as a freelance newspaper and radio journalist in Turkey and Iraq for The Independent, BBC and The Sunday Telegraph. His investigation into illicit kidney trafficking between Istanbul and London in 1989 triggered a change in British law. He also documented the use of chemical weapons against civilians during Saddam Hussein's campaign against the Kurds in northern Iraq in a series of articles in The Independent. He joined the launch staff of The Independent on Sunday in 1989 and covered the 1990 Gulf War as a combat pool reporter with British forces. During this period he also presented a number of TV documentaries including "Frontline" for Channel 4 (1994), a documentary in which he escorted Queenie Fletcher, mother of murdered policewoman Yvonne Fletcher to confront Col Gadaffi in Libya and "You Only Live Once" for the BBC (1996), an investigation into anti-ageing science. In 1995 he joined the Sunday Times and became deputy editor of the Insight Team before being appointed news editor in 1998. Kelsey is author of ''Dervish: The Invention of Modern Turkey'', a portrait of the country in the mid 1990s which was published by Hamish Hamilton in 1996 and Penguin Books the following year. Jan Morris, the noted travel writer, commented in her jacket review: 'An excellent travel book, offering startling and vivid insights, social, historical and political, into a Turkey that most visitors can hardly imagine.'

Dr Foster

In 1999, Kelsey, then news editor at the Sunday Times, founded Dr Foster with Roger Taylor, a former Financial Times journalist, and Roger Killen, a Stanford graduate. The organisation was set up to promote information on the quality of local health services to patients and the public. Kelsey explained his motives in an article in the New Statesman magazine in 2001.

In 2001, Dr Foster – named after an English nursery rhyme character - published the first annual Good Hospital Guide in the Sunday Times. It revealed widespread variation in adjusted death rates between English hospitals and was the first time such a comparative measure of quality had been published for a national health economy. The methodology was developed by Prof Sir Brian Jarman, director of the Dr Foster Unit at Imperial College, London. It prompted widespread media interest and stimulated a national debate over quality in healthcare. Alan Milburn MP, then secretary of state for health, told the BBC in response to the publication: "The NHS has acted like a secret society. It has to recognise that people now expect to be treated like consumers".

''The Dr Foster Hospital Guide'' is published annually and remains an important independent publication on quality in National Health Service (NHS) hospitals. In 2011, it identified a number of underperforming hospitals in England and a higher risk of avoidable mortality at the weekend.

Since 2001, Kelsey has overseen publication of a series of similar consumer guides to individual hospital consultants, maternity services, and complementary therapists among others.

Kelsey was chief executive of Dr Foster between 2000 and 2006 during which time it was reported the 9th fastest growing private company in the UK by the ''Sunday Times''. In 2006, a public body - the NHS Information Centre - purchased 50% of the company and Kelsey became chair of the Executive Board of the new organisation – Dr Foster Intelligence. This public sector investment in a private company was criticised by the National Audit Office on the grounds that it had not been put out to tender. Besides publishing information to the public, Dr Foster Intelligence also provides analytic services to around 85% of NHS hospitals in England and works with health organisations in Europe and the US.

In 2008, Kelsey won the HealthInvestor award for Outstanding Contribution as an Individual to Healthcare for his work with Dr Foster.

In 2006 he was appointed to design the NHS online information service, NHS Choices, by the UK Department of Health. The project, an online information service which publishes comparative data on NHS performance and is designed to promote greater patient choice in healthcare, launched in 2007.

Kelsey is a trustee of the Nuffield Trust, a leading British policy think tank, and a commissioner of the 2020 Public Services Trust. He chaired the 2020 public technology group which published a report arguing for more transparency in public services – Online or Inline – in March 2010.

In 2009, Kelsey was appointed a lay member of the National Quality Board of the NHS.

Kelsey left Dr Foster in May 2010 and joined McKinsey & Co where he led development of information strategies in international public services, based in London.

Controversy surrounding Department of Health acquisition of Dr Foster

The circumstances of the £12m joint venture between Dr Foster, the company co-founded by Tim Kelsey, and the Department of Health, were criticised in an official report from the National Audit Office, following a report by an anonymous whistleblower who raised concerns about the legality of the arrangement .

The acquisition was strongly criticised by the House of Commons Public Accounts Committee. Committee chair Edward Leigh commented “The seeming degree of favouritism in the choice of company and the haste with which the deal was concluded show a disregard for the rules governing the use of public money”. Leigh described the Department of Health's acquisition of 50% of Dr Foster as a “hole and corner deal" and said the department may have paid some £4m more than its share was worth . He also claimed that of the £12m paid by the DoH, £7.6m “went straight into the pockets of Dr Foster’s shareholders”.

However, the Department and the NHS Information Centre disputed the findings of the NAO, stating: 'Dr Foster Ltd clearly represented the best possible prospect for a joint venture, given the benefits they were seeking to attain... to harness private sector dynamism, efficiency and effectiveness to public sector expertise in the health informatics field'. The Department of Health said it 'acted on advice given by its Commercial Directorate and legal and professional advisers' .

In 2008, the former head of the NHS Information Centre, statistician Denise Lievesley, claimed to an employment tribunal that she had been made a "scapegoat" for the Dr Foster deal in 2007 despite repeatedly highlighting concerns about the joint venture's worth. Lievesley also raised concerns about Dr Foster's use of data, including examples with "grave" potential to mislead the public..

Executive Director of Transparency and Open Data, UK government

In May 2011, Kelsey was asked by the British government to direct national policy on Transparency which is core to Prime Minister David Cameron's vision for public service reform. In January 2012, he left McKinsey to take up a full time post as Britain's first Executive Director of Transparency and Open Data, based in the Cabinet Office. In February 2012, he was named by the British thinktank Reform a Reformer of the Year.

Kelsey argues that Transparency has the potential to enhance accountability, choice, productivity, and quality of service delivery; transform citizen participation in government; and drive economic growth." In a series of key policy announcements in 2011 - the Prime Minister's letter on Transparency to the Cabinet in July, the Open Data Consultation, and the Chancellor's Autumn Statement , the UK committed to release of new data across government including health, education, transport and criminal justice. From April 2012, the UK becomes co-chair with Brazil of the Open Government Partnership, a global initiative involving more than 50 nations and international civil society to promote transparency and citizen participation.
